DUCKING THE ONTARIO OMBUDSMAN --PEEL REGIONAL COUNCIL BEATS MISSISSAUGA COUNCIL BY 2 SECONDS!

Well, Peel Region Boys and Girls, it's official.

Peel Council successfully hid behind its lawyers and officially slammed the lid on us getting a legitimate free closed meeting investigation by our Ontario Ombudsman.

It'll now cost us $170.00 to receive a closed meeting "investigation" through the services of Peel-selected and AssociationofMunicipalitiesofOntario-approved "Local Authority Services"

And get this, PEEL Dudes.

On the Peel Region General Committee agenda, REPORT MA-C1-1 "Appointment of an Investigator of Complaints blah blah blah"... contains no mention of the Ontario Ombudsman and the option of the free Ombudsman-led investigation that most Ontario municipalities are providing their citizens.

As despicable as that kind of refusal-to-mention-"differential-reporting" is, Appendix 1 (Evil Empire Roster) lists the Region of Niagara as charging a fee of $125.00 (Refundable if finding of improper closure).

In defence of the Region of Niagara

Readers here will recall this newspaper story that reported how the Region of Niagara reversed their earlier decision and chose in favour of Accountablity, Transparency --and their citizens. They went with the Ontario Ombudsman.

Municipalities can either appoint an investigator or use the free services of Ontario ombudsman Andre Marin."

To: Peel Regional Council, who decided to charge Peel citizens $170.00 for an "investigation" to "investigate" Peel Regional Council with "investigators" that Peel Regional Council chose themselves.

To: Peel Regional Council, who decided all that in 14 seconds.

To: Peel Regional Council, who did that 14-second-thing during the same meeting with a presentation on the growing problem of Poverty in Peel AND with a presentation on how it's more difficult for people to qualify for Unemployment Insurance here than in other areas.

To: Peel Regional Council, who knowingly charged ONTARIO'S SECOND-HIGHEST charge of $170.00 for "Local Authority Services".

To: Brampton Council, who knowingly charged ONTARIO'S HIGHEST CHARGE of $250.00 for Andrew Sancton --their very own select-and-selected "investigator".

Yes, Peel "Working for You"...

Finally.

LETTER TO THE EDITOR (St. Catharine's Standard):

"Ombudsman should review long-term care

The Ontario Human Rights Commission recently announced that it would not consider the complaint from the Ontario Federation of Labour regarding the incontinent care issue or, more specifically, the issue of residents being left to fester in urine-soaked diapers.

The commission reasoned it was too busy with other complaints and upcoming provincial legislation. Sadly, commission representatives failed to mention that the Health Ministry asked the chief commissioner to back off.

OFL President Wayne Samuelson said it is "unbelievable," but advocates for nursing home residents are not the least bit surprised at the government's denial that the diaper issue even exists.

All of us continue to be insulted by government resistance to the massive amounts of evidence of these systemic problems - evidence coming from legislative committees, government inspections and understaffed hands-on workers. The need for Ontario's ombudsman to review long-term care is once again painfully obvious. There is absolutely no indication that this government is prepared to do what is right for our most vulnerable citizens.

Let's not fail to recognize that mentality of ageism which, in this instance, surfaces in such disingenuous statements that a commission is "too busy" and that "everything in nursing homes is fine."

Our parents and grandparents were not "too busy" raising and caring for families, often with great personal sacrifice. Our veterans were not "too busy" fighting for the freedoms we enjoy today!

There are far too many who have forgotten the enormous debt we owe to our elderly loved ones who have long earned the right to spend their final years in dignity and peace.

We knew if Janet Menard’s personnel had “observed the intent of the employment insurance act “ and observed the Corporate direction of Due Diligence of my own Occupational Codes scripted in those little boxes on the HRDC ROE slips, her Ontario Works People in Peel would have paid attention to our Municipal FOI requests during the caustic erosion of our Skills Trades and entrepreneurships.

Our 12-string guitar studies with Randy Hill, at the least, would have been further ahead sleeping on the floor at our Compass Outreach basement rather than having our gender beds set on fire at 177 Dundas St West.

“it’s hard to believe” Hazel knew all along, the $66 million a year pooling was spent on separating “Witnesses“ from their natural coarse before the auspices became a municipal contract because our Mississauga South Center’s been omitted from UW Peel funding while all along their board of governors “welshed” on social services community placement contract to install Big Pipe!

It is important to note how lucky we are in Peel that we have politicians who are so concerned about being cost effective that they use the same tool for many jobs and it always gets the job done - in this case it is Emil Kolb the Head of Peel Regional Council, an ex-officio member of all committees of Council and Chair of the Peel police Services Board.

Why have i noted this fact? Because, as of late I have been trying to get copies of Peel police disciplinary reports made to the Peel police Services Board. Months ago I was told they are looking into a legal opinion and nothing since. Now I hear tell that Peel Council, under his Chairmanship, is making all efforts to keep the public in the dark and unaccountable to the taxpayer.

Yes, the right political tool for the job - because a person who cared about regular people and their Democratic right to be meaningful involved in government decision-making would not allow on their watch such a cost-prohibitive method of blocking a reasonable "closed meeting" inquiry as to politicians' activities. Especially in an area that has had more than one politician like Gyles.

Democracy is about having everyone involved who wants to be - not just those who have deep pockets. This really shows that the politicians at Peel Council think only the affluent should have the right to know what is going on!

Check up on Emil Kolb history. He has been at the head of things for many years - he must be making someone happy and it sure is not us.

Perhaps you might consider taking this up with the Peel Police Services Board (PPSB) itself.

They meet the last Friday of every month. I know --because I attend them.

Now I agree, most of the stuff on the PPSB agenda gets done in-camera, but I'm not about to question that.

Discipline hearings are sensitive things --especially in the early stages when the Police Board is grappling with the issues. And I'm sure they discuss other stuff that they don't want the criminals to know about. Or that I'd want the criminals to know about.

Don't get me wrong. I'm not defending or will ever defend SECRECY. But there are times, legitimate times, when in-camera is necessary. (*BLUSH* OK, maybe I am defending secrecy... )

Regarding the Peel Region $170.00 (the third-highest in Ontario) "investigation" fee, you wrote:

Surely you can't blame Emil Kolb for that. I'm pretty sure he doesn't even get to vote unless there's a tie.

That $170 is all Brampton, Caledon and Mississauga's doing.

Simple.

It's even worse than you think.

Caledon and Mississauga have chosen the same "Local Authority Services" that Peel Regional Council just did.

So we're talking the very same process and procedures.

Caledon and Mississauga are offering "Local Authority Services" for FREE.

Peel, for the precise-same LAS "investigation" is charging 170freakin' bucks!

Worse.

Not a single Brampton, Caledon or Mississauga Councillor raised that FREEvs$170 issue.

Like. HOW THE #%&@*# can PEEL charge $170 for the IDENTICAL SERVICE that Caledon and Mississauga are providing FREE?!

Or how about that other question.

I can tell you why I'll never call for a Mississauga FREE closed-meeting investigation. I'm not about to dignify Local Authority Services, that's why.

Get this, Don.

The report justifying the $170 goes like this:

"The amount of $170 which is recommended by this report relates to the estimation of the internal cost to process a complaint, inclusive of the investigative charges which would be incurred from LAS....it [$170 fee] is solely based upon a direct estimate of the average time and resources required by staff of the Office of the Regional Clerk to administer a complaint, which is anticipated to include activities such as:

* Preparation of the necessary documents (the record) to support the investigation;

* Response to question of the investigator in relation to the record;

* Reporting to Regional Council of the outcome of the investigation; and

* The making of the investigation report available to the public.

Staff have also considered the principles that the fee charged should be sufficient to be meaningful, and such as to be a deterring consideration for persons contemplating a frivilous, vexatious or speculative complaint."

Then get this:

"At the time time the fee should not be fixed so high as to deter a meritorious complaint, taking into account the refundability of the fee in the event of a finding by the investigator of the appearance of a meeting closed improperly under the provisions of the Municipal Act 2001, or of the Region of Peel Procedure By-law."

Caledon and Mississauga provide Local Authority Services FREE --and "Working for You" PEEL's crapped that out.

That report is just like a mirror --a flawless mirror, giving us all a perfect window into The REAL PEEL.

FREE. $170.00.

It raises the question.

"How is this not fraud?"
